The Most Important Finding In This Year’s AppGen Wave Isn’t Who The Leaders Were

Every Wave identifies Leaders, Strong performers, and Contenders. But the most important finding from The Forrester Wave™: AppGen And Low-Code Platforms, Q4 2026 is that the AppGen market has fundamentally changed. AppGen platforms are no longer competing primarily on low-code development, workflow automation, or application delivery speed. They are increasingly becoming the platforms enterprises rely on to drive govern, secure, operate, and scale AI-generated applications, workflows, and agents. As generative AI lowers the barrier to software creation, organizations are discovering that as they expand creation to the broader organization beyond developers, building simple software is not the hard part.: Creating complex applications and managing what gets created is.

That changing need shaped this year’s analysis and put greater emphasis on two capability areas. First is a unified platform that serves everyone from citizen developers and business experts to professional developers. Creation must remain fluid regardless of where an idea starts, who extends it, or who ultimately maintains it. An application may begin as an AI-generated prototype in the business, move to a development team for deeper integration and engineering, and return to a shared operating model for ongoing improvement. Platforms that fragment those experiences create handoffs, duplicate controls, and technical debt. Platforms that unify them can preserve context, policy, reusable components, and lifecycle discipline as work moves across roles.

Second is the breadth and depth of AI value built into the platform itself. We assessed that value in two areas. One is AI-assisted generation: how effectively the platform helps users create applications, workflows, and agents, then refine them beyond an initial prompt. The other is AI embedded across the software development lifecycle: agents that can help with requirements, design, testing, debugging, documentation, deployment, modernization, monitoring, and maintenance. The distinction matters. Generating an asset is useful, but enterprise value depends on whether the platform can help teams turn that asset into reliable production software and continue operating it over time.

Together, these priorities reveal whether a platform is merely adding generative features or becoming an operating system for enterprise software creation. Buyers should look beyond impressive demos and ask whether generated assets inherit enterprise architecture, security, data, and deployment standards from the outset; whether specialists can take over without rebuilding; and whether AI can reduce effort across the full lifecycle rather than only accelerate the first draft. That is where durable productivity gains—and lower operational risk—will come from.

That shift showed up consistently throughout the evaluation. The vendors that stood out are looking well beyond code generation and copilots: They recognize that while non-developers can increasingly generate useful simple applications, workflows, and agents, enterprises still need integration, governance, identity management, security, observability, lifecycle controls, deployment pipelines, compliance, and operational oversight. In other words, AI is making creation easier while making management more important. The market is rapidly moving from asking, “How do we help people build software faster?” to asking, “How do we progress and safely operate thousands of AI-generated assets in production?“ The answers to that question are reshaping vendor strategies, product roadmaps, and platform investments across the entire market.

For technology leaders, this year’s Wave shows a dramatic shift that matters to software transformation organizationally. It’s a view into the future of enterprise software creation. Organizations are beginning to evolve toward a model where creating software becomes a broader organizational capability, extending beyond professional developers to business experts working alongside AI. AppGen platforms are emerging as the bridge that makes that transition possible because they provide the governance and operational foundation that AI generation alone cannot.

If you’re developing an AI strategy, modernizing application delivery, expanding citizen development, or planning for agentic systems, I encourage you to read the full report. The vendor rankings are only part of the story – the real value is understanding where the market is heading, why platform strategies are changing, and what those changes mean for your organization over the next several years. These findings will challenge your assumptions, inform your strategy, and spark debate about the future of software development. Which finding will have the biggest impact on your organization? If you’re a Forrester client, you can schedule a guidance session or inquiry with me to discuss more.
